Official Community Plan Review

About the Project:The District of North Saanich is undertaking a project to improve community safety and comfort along Tatlow, Birch, Wain and Downey Roads along with key intersections at these roadways within Deep Cove, through the introduction of traffic calming and gateway treatments. These improvements to the roadway will have the effect of reducing traffic speeds, and encouraging increased attention and care when travelling, thereby making the community safer for all users, whether walking, cycling, on horseback or driving.Project Timeline:<ul><li>Community Engagement - April/May 2024</li><li>Draft Recommendations - May 2024</li><li>Public Open House - June 2024</li><li>Final Recommendations presented to Council - Summer 2024</li></ul>Community Engagement:District staff are keen to hear from community members about traffic and safety issues within and nearby the project areas, as well as what specific types of improvements are desired. Community members will have the following opportunities to provide feedback to District staff:<ul><li>A survey and online mapping tool open April 3 - April 17, 2024. The online mapping tool can be used to indicate precise locations within the community where the respondent wishes to provide feedback. Individual feedback will also be received via the project site.</li><li>A public open house held in June, where preliminary recommendations and treatment options will be presented. Community members will be able to provide comment on recommendations, vote for their preferred treatment options, and suggest additional tweaks.</li></ul>Project Area &amp; Definitions:The project area is defined in the map below. Traffic calming is proposed for Tatlow Road between Wain Road and West Saanich Road, while gateway treatments are proposed for the intersections of Birch, Wain and Downey Roads with West Saanich Road. The west portion of Tatlow Road (between West Saanich Road and Chalet Road) is outside of the study area, however recommended treatments will be considered for this portion of the roadway.Traffic Calming refers to physical changes to the roadway that are intended to reduce traffic speeds, and can include speed humps, chicanes, curb extensions, pedestrian refuge islands and others. Traffic calming can also incorporate a variety of visual changes which are designed to increase driver attentiveness.Gateway Treatment refers to physical changes and augmentations to the roadway that signify a transition between an area where higher vehicle speeds are permissible, and a local neighbourhood area where people walking, cycling, horseriding, rolling or otherwise travelling by active means are the priority. Treatments could include many aspects of traffic calming used in conjunction with signage, pavement markings, landscaping, and others. <img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/e0f0cbb68047387f29cccffacba85296d213d876/original/1711395578/ed6ffa7dd1b1073fa0891f266647cec4_Project_Area_Map_Updated.jpg?1711395578" style="width: 900px;" class="fr-fic fr-dib"> Background:The District of North Saanich <a href="https://www.connectnorthsaanich.ca/42039/widgets/175491/documents/124758" rel="noopener noreferrer" target="_blank">Active Transportation Plan</a> (adopted May 2021) first identified the need for neighbourhood gateways at Birch Road, Wain Road and Downey Road, as well as traffic calming along Tatlow Road. Specifically, roads identified for neighbourhood gateway treatments &quot;provide an opportunity to influence driver behaviours as they leave the major road network and enter local neighbourhood streets where they should drive more slowly and with greater care as the likelihood of encountering pedestrians and cyclists is greater, and more residential dwellings face the roadway&quot;.Additionally, Tatlow Road was identified as a candidate for traffic calming as it provides access to Horth Hill Regional Park, but often finds itself carrying short-cutting traffic from West Saanich Road to Wain Road that could otherwise stay on both of those roads. The implementation of traffic calming on Tatlow Road was identified as a method to create a corridor that meets the general goals of the Active Transportation Plan, including the need to improve safety and make it more comfortable to walk, cycle, and horseback ride.

*March 6, 2024 Update * The District of North Saanich is preparing a Parks Master Plan to meet the needs of our community and we want your input! We encourage you to read the <a href="https://www.connectnorthsaanich.ca/37844/widgets/167186/documents/117668">State of the Parks Report.</a> It provides a comprehensive overview of the current condition of parks and trails within the District of North Saanich. It offers insights into the District&#39;s natural assets, demographics, and environmental considerations that collectively shape the management and planning of its outdoor recreation spaces.Additionally, the <a href="https://www.connectnorthsaanich.ca/37844/widgets/167186/documents/125230">Parks Master Plan Phase 1 Engagement Summary</a> outlines the engagement process to date and provides detailed information about key themes and findings. <hr>ABOUT THE PLAN:The purpose of the Parks Master Plan is to strategically guide staff and Council decisions on parks policy, planning, capital improvements, and management over the next 10 years (2024-2034). The plan will guide the future planning, design, and protection and maintenance of new and existing park infrastructure and amenities in both the natural and built environments.BACKGROUND:The 2022 District of North Saanich Strategic Plan identified a review and update of the 2010 Parks Master Plan. In 2022 staff created a Terms of Reference and consultant scope, engaged appropriate stakeholder in order to obtain feedback prior to issuing a Request for Proposals, . The Terms of Reference and the Consultant Scope were presented to the following stakeholders:<ul style="list-style-type: circle;"><li>Community Stewardship Commission at the <a href="https://www.connectnorthsaanich.ca/37844/widgets/160266/documents/111144" rel="noopener noreferrer" target="_blank">September 27, 2022 meeting</a></li><li>Friends of North Saanich Parks via email on October 17, 2022, and at a meeting on November 3, 2022</li><li>Friends of Dominion Brook Park via email on October 17, 2022</li></ul>At each of the meetings the Terms of Reference and Consultant Scope were generally discussed, feedback received, and revisions incorporated. At the <a href="https://www.connectnorthsaanich.ca/37844/widgets/160266/documents/116995" rel="noopener noreferrer" target="_blank">Regular Meeting of Council held on December 5, 2022</a>, Council approved the Terms of Reference and Consultant scope and directed staff to proceed with a Request for Proposals.At the <a href="https://www.connectnorthsaanich.ca/37844/widgets/160266/documents/116996" rel="noopener noreferrer" target="_blank">Regular Meeting of Council held on May 15, 2023</a>, Council authorized the award of consulting services for the Parks Master Plan to Urban Systems.STATE OF THE PARKS REPORT:The project began in spring 2023 with a project initiation and site visit to key parks, trails, and beach accesses in the District. Preliminary findings were highlighted in a State of the Parks report. The report provides a comprehensive overview of the current condition of parks and trails with the District of North Saanich. It offers insight&rsquo;s into the Districts natural assets, demographics, and environmental considerations that collectively shape the management and planning of its outdoor recreation spaces.The North Saanich park system boasts a wealth of unique natural features and amenities. These parks serve as vital hubs for social interaction and engagement. However, the challenges of aging infrastructure, limited maintenance resources, and environmental pressures require attention. Parks Master Plan

Update: April 19, 2024We are pleased to inform you that following a tender process initiated in January 2024, Hoel Contracting has been chosen and approved by the District of North Saanich&#39;s council as the successful tender bidder for a forthcoming project.The project&#39;s proposed commencement is scheduled for mid-August 2024.We appreciate your continued interest and support as we progress with this undertaking. Further updates will be provided as the project advances.Update: June 26, 2023An aluminum trussed bridge has been designed for the proposed pedestrian link across Reay Creek. In order to span the high-water mark in a 200-year event, a multi-span bridge is proposed with a segment of approximately 4 meters and 18 meters respectively. The environmental sensitivity of the site has required additional protection measures to obtain Provincial permitting under the Water Sustainability Act. The District is pleased to have recently received permitting approval from the Province, however it is &lsquo;project-delivery&rsquo; restricted due to wildlife protection requirements and a short working construction window. Accordingly, construction procurement will be delayed until early 2024 to ensure environmental protection measures are in place and a competitive construction procurement is obtained.<hr>Update: January 23, 2023At the December 5, 2022 Regular Meeting of Council, staff were directed by Council to proceed with the project to create a pedestrian link between Reay Creek in North Saanich and Peter Grant Park in Sidney. A project schedule is currently in development, and we anticipate the project to be complete by fall 2023. Herold Engineering was awarded the project with Swell Environmental Consulting Ltd. handling the environmental permits.<hr> The District of North Saanich and the Town of Sidney are partnering to explore the opportunity to create a pedestrian link between Reay Creek Park in North Saanich and Peter Grant Park in Sidney. This link would require either a bridge over Reay Creek or a route next to the Pat Bay Highway at the existing bridge. Reay Creek Pedestrian Link

Welcome to the Budget 2024 engagement process.To help the District of North Saanich understand the priorities of the community it serves, we are asking residents to provide feedback on the types of services the District provides and the quality and/or quantity of these services.Each year the District develops an annual budget outlining how tax dollars are invested to support our residents and the community.The District has traditionally provided only those services which are most important to the community and supplemented revenues from user fees and charges to lessen the burden on the limited property tax base. As a result, the District levies lower property taxes than most other municipalities in the region.The budget engagement process allows the District to explore with the community appropriate service levels, funding priorities and acceptable property tax rates.The Budget 2024 engagement process includes a survey, which will be open from January 29 to February 23, 2024.
