Update April 30, 2026:

The Draft Zoning Bylaw was presented to Council at a Regular Meeting on April 27, 2026, with an outline of key changes being proposed.

Changes include:

  • New graphics and visual aids
  • Reorganized content for better readability
  • New and updated definitions
  • Clarifications for ‘Secondary Suite’, ‘Carriage House’, and ‘Guest Cottage’
  • Zones updated to align with the OCP
  • New Single-Family Residential 4 (R-4) Zone
  • New townhouse zones
  • Clarification for Multiple Family Residential (RM) Zones
  • Updates to the Mixed-Use Zone (MU-1)
  • New allowances for Short-Term Rentals, shipping containers, and greenhouses
  • Increased restrictions on home occupation uses

The District of North Saanich invites residents to attend upcoming open houses regarding the Zoning Bylaw Update.

Open House Dates & Times:

Tuesday, April 14, 2026 | 4:00 – 7:00 p.m.
Wednesday, April 15, 2026 | 7:00 – 9:00 p.m.

Location: Council Chambers, Municipal Hall, 1620 Mills Road, North Saanich

These open houses provide an opportunity for residents to:

  • Hear an overview of the major changes planned for the Zoning Bylaw
  • Attend a presentation by District staff
  • Ask questions and provide feedback


March 27, 2026

As part of the Zoning Bylaw Update process, the District is reassessing the status of short-term rentals in North Saanich.



July 25, 2025

Where an Official Community Plan outlines the vision and goals for a community, zoning implements this vision and these goals. Zoning bylaws regulate how land, buildings and other structures may be used.

Following the adoption of the Official Community Plan Bylaw No.1587 (2025) on July 14, 2025, the District is working to update the Zoning Bylaw to ensure it aligns with the new OCP, with the aim to have it in place by the end of 2025.

The current Zoning Bylaw No.1255 (2011) remains in effect until the new zoning bylaw review process is finished.
