North Saanich FoodHub Initiative
The District of North Saanich is exploring the development of a local foodhub to support farmers, food producers, and the agricultural economy. This multi-phase project envisions a shared-use facility located on District-owned land, offering services such as cleaning, storage, packaging, and potentially a retail space to help local producers grow and thrive.
As part of Council’s Strategic Plan to strengthen local agriculture, the District completed a preliminary feasibility study in October 2024. In a major development, Council received a $750,000 gift proposal at its April 28, 2025 meeting to fund the construction of Phase 1—a foodhub processing facility. This generous offer has kickstarted planning and engagement work to better understand the needs of our farming community.
At the May 26, 2025 meeting, Council directed staff to:
in cooperation with the Agriculture and Food Advisory Committee, to develop questions for a survey to act as a pre-cursor to engage the farming community on June 7, 2025, at the North Saanich Farm Market, to receive feedback from them on what services would be required in a District Food Hub;
following June 7, 2025, direct staff to modify the survey questions, if required, post the survey on the District's website, and mail the survey to registered ALR foilos;
direct staff to determine the costs for servicing a 1,000 square foot Food Hub for storage and cooling, and report findings to the Agriculture and Food Security Advisory Committee meeting held July 9, 2025, and further,
report back to Council at the July 14, 2025, meeting.
The report back to the Committee on July 9th and to Council on July 14th will present the farmers market survey results, and the cost for servicing a 1,000 square foot food hub facility. Staff are planning on bringing back the results of the broader survey later in August.
If you are a local farmer, you should have received a copy of the survey in the mail. Please complete it by August 7, 2025, either by returning the hard copy to Municipal Hall or by scanning the QR code provided to complete it online.

This survey is intended to gather input directly from producers like you, to better understand the infrastructure and services that would most benefit your current and future operations.
