Work is ongoing to implement the recommended safety improvements on Forest Park Drive along the frontage of KELSET Elementary School. Changes to the on-street parking configuration and the addition of safety features on Forest Park Drive will help address the issues brought forward by local residents and the school community. Construction work is planned for the summer of 2022. Further information on the proposed work can be found in the Documents section.
The WATT Consulting Ltd report that recommended these changes was received by Council in October, 2021. Three motions were passed by Council to support the changes and future work -
That Council receive the WATT Traffic Safety Study and authorize staff to develop an agreement with School District 63 where the District initiates the traffic safety improvements recommended in the WATT Traffic Safety Study within the road right-of-way and School District 63 commits appropriate resources to KELSET Elementary School for implementation, education; and enforcement to support the safety improvements within the school property.
Status - Ongoing work with School District 63 and KELSET administration will confirm roles and budget implications.
That Council formally request School District 63 to evaluate options for additional parking facilities on their property and report back to Council.
Status - At the December, 2021 Board of Education meeting, School District staff were authorized to study parking options at KELSET and compare with other elementary schools. A consultant has been engaged and the study is ongoing.
That Council direct staff to work with School District #63 to determine how to remove barriers and improve safety to encourage walking, cycling, and taking the school bus.
Status - The 2018 KELSET School Travel Plan in partnership with the CRD, the school and school district and the District of North Saanich addressed many of these themes. All parties have requested consideration to be included in the 2022/23 CRD Ready Step Roll program to update this plan. School District 63 have also indicated their school bus information is kept up to date and is shared with parents throughout the school year.

The study will consider the movements and interactions of all users - vehicles, cyclists and pedestrians - and will suggest infrastructure and operational improvements to increase safety. Field measurements and observations along with school community and local resident feedback will inform the options developed to make the corridor safer for all.

Based on the public/stakeholder engagement and the technical analysis completed over the last three months, the consulting team has prepared a draft report that is now ready for your review. The report includes a series of options on four topic areas:

The purpose of this survey is to get your feedback on the options in each topic area. The results of this survey will be used by the consulting team to finalize their recommendations in the report before it goes to North Saanich Council. For detailed information about each option—including the list of the advantages and disadvantages of each— please see the draft report found in the Documents section.
The survey should take approximately 10-15 minutes to complete. If you are completing this survey as a parent/guardian of a child(ren) who attends KELSET Elementary School, please complete one survey per family.
