UPDATE January 27, 2026:

At the Regular Meeting of Council on January 12, 2026, Council provided direction on the next steps for the Wain Road Park and Noble Garden Park plans.

Motion 6 and 7 from the meeting state that Council:

  1. receive Staff Report IS-26-001 - Wain & Noble Garden Park Plans - Engagement Summary for information; and further,
  2. direct staff to proceed with the scenario B including a nature play area.
  3. direct staff to prioritize the community gathering space in the staff Wain Road work plans with an anticipated May 2026 completion; and further,
  4. direct staff to place the Noble Garden Plan on hold and to continue managing Noble Garden as is being done currently.
  5. Amendment motion: To include nature play area and the swing set.

To summarize, staff have been directed to move forward with Scenario B, which includes the addition of a nature play area as well as a swing set. As part of this work, creating a welcoming community gathering space has been identified as a priority.

WHAT ARE WE UP TO?

As an outcome of the Parks Master Plan (2025), we are developing a Park Plan for Wain Park. The Park Plan is a document that will guide future park infrastructure and amenity upgrades, recreational use, and environmental considerations.

THE PARK TODAY

Wain Park is a neighborhood park located in the Deep Cove area of North Saanich. First established in 1864, this park has a heritage designation. The name of the park honours North Saanich pioneer Henry Wain (1826-1914). The park today supports hedgerows, tennis courts, half basketball court, swings, ball diamonds, open field space, connector trails, a washroom building, and picnic tables for community enjoyment. The pickleball courts are permanently closed.

At the April 29, 2024, Regular Meeting of Council a motion to close the Wain Road pickleball courts as of May 7, 2024 (Motion 138) was carried. At the February 24, 2025, Regular Meeting of Council a motion, in light of the permanent closure, to repurpose the Wain Road pickleball courts (Motion 67) was carried. The District recognizes the importance of recreation in our parks system and is committed to exploring opportunities with municipal and regional partners at a more appropriate site.

The Noble Garden Plan process is occurring at the same time as the Wain Park Plan process:

    Introduction

    The District of North Saanich is developing a Park Plan for Wain Park! This plan will guide future use and improvements for park infrastructure, amenities, and operations. We are in Phase 2 of the process where we are reviewing the level of support and priorities for preliminary ideas. We look forward to hearing from you!
