July 3, 2025 - Public Hearing for OCP Bylaw 1587 - Update

The Public Hearing for the proposed Official Community Plan Bylaw No. 1587 (2025) - has been re-scheduled for Monday, July 14, 2025, in conjunction with the Regular Meeting of Council.

Please note, the meeting time has been changed, and will begin at 6:00 p.m. (instead of 7:00 p.m.).

The meeting will take place in Council Chambers, Municipal Hall, 1620 Mills Road, North Saanich, and will be held both in person and online.

June 19, 2025 - Public Hearing for OCP Bylaw 1587 – Update

The Public Hearing for the proposed Official Community Plan Bylaw No. 1587 (2025)—originally scheduled for June 23 at 7:00 p.m.—has been cancelled and will be rescheduled.

A new date will be announced soon, and public notice will be provided to ensure the community is informed.

In the meantime, a Special Council Meeting will take place on June 23 at 1:00 p.m., where Council will consider several items including proposed amendments to the Draft OCP.

About the 2025 Official Community Plan (OCP) Review

The District of North Saanich has been engaging with District residents on their vision for the future of North Saanich through our OCP. Thank you to everyone who has taken the time to share your interests and ideas with the North Saanich planning team during the many engagement sessions held over the last few months and years.

Building from this work, a proposed OCP Draft 1 went before Council on March 24, 2025, and was referred to the Council Committees for input. After receiving input on Draft 1 during three public engagement events in April and through an online survey, Draft 2 went before Council on May 12, 2025, at a Committee of the Whole meeting, and a Special Meeting of Council. Further input was received on Draft 2 through various channels including a public engagement session on May 14, 2025, at the Municipal Hall.

The North Saanich Official Community Plan Bylaw No. 1587 (2025) received first reading at the May 26, 2025, Council Meeting. Included in the Council package are a staff report, a clean version, a redlined version, and a summary of changes requested during engagement on Draft 2.

It is now scheduled to go to Council for second reading at the Regular Meeting of Council on June 9, 2025. Included in the Council package are a staff report, a clean version and a redlined version. Minimal requests for changes were received since the draft OCP Bylaw No. 1587 (2025) received First Reading on May 26, 2025.

Please note, during the Regular Meeting of Council on Monday, June 9, Council deferred discussion and consideration of the proposed Second Reading of Draft OCP Bylaw No. 1587 (2025) to a Special Meeting of Council at 1pm on June 16, 2025.

A Public Hearing will be held on Monday, June 23, 2025, at 7 p.m. in Council Chambers at Municipal Hall, regarding North Saanich Official Community Plan Bylaw No. 1587 (2025). It is anticipated that Council will also consider third reading and adoption of the bylaw at the June 23, 2025, meeting.

    The Official Community Plan (OCP) is a substantial document that covers a broad range of topics concerning the residents of North Saanich. We want to hear your input on each of these sections of the OCP, and the OCP as a whole. 

    This survey will allow you to provide feedback on the following components: 

    1. Introduction & Context 
      • this section includes acknowledgements, an overview of the purpose of the OCP, the legislative authority of an OCP, a section on reconciliation, a community context/snapshot section, the planning area and time frame 

    2. Vision, Goals, and Objectives 
      • this section states the OCP vision for the District, discusses the sustainability framework that guides the OCP, and identifies the goals and objectives of the OCP. 

    3. Land Use - Growth
      • this section outlines the location and type of growth envisioned by the District, focusing growth in areas with existing infrastructure, away from hazards and with access to daily needs. Please see the map designations that accompany the policy. 

    4. Environment & Climate Change 
      •  this section outlines policies related to terrestrial and marine ecosystems, environmentally sensitive areas, and climate change mitigation and resilience. 

    5. Land Use - Development Policies (General, Residential, Commercial & Industrial, Parks, Recreation and Culture, Agriculture, Other Land use) 
      • these sections outline general policies that apply to all development as well as policies specific to each of the types of land use, including our housing targets and needs in the residential section. 

    6. Infrastructure
      •  this section outlines policies to ensure sustainable asset management of the District's transportation network, water, wastewater and stormwater, and solid waste 

    7. Marine & Freshwater 
      • this section outlines policies relating to protecting and enhancing the ecological integrity of the District's marine and freshwater environments, and supporting public amenities, access and marine activities. 

    8. Land Use - Development Permit Areas & Development Approval Info Area 
      • this section outlines five development permit areas which are identified locations that need special treatment for certain purposes. The five development permit areas are: 
        • DPA1: Marine Uplands and Foreshore 

        • DPA2: Creeks, Wetlands, Riparian Areas, and Significant Water Resources  

        • DPA3: Sensitive Ecosystems  

        • DPA4: Steep Slopes  

        • DPA5: Commercial, Industrial and Multi-Family 

    9. Implementation
      • this section outlines the many implementation mechanisms that will be used to implement the OCP, including a table of actions and table of targets and indicators for the OCP.

    At the end of the survey there will be an opportunity to provide more general comments about the OCP, and a short section where we gather demographic information.
